Some fact types — in particular birth and death — have a Time field for recording the time of day. This is useful when the time appears on historical documents: times of birth are often recorded for multiple births, and times of death appear on Scottish Statutory Register death records.
The time field is free-form, so you can enter the information in whatever format appears on the source document.
